Railway Construction Project in the Rio Cocospera

Residents of the Rio Cocospera river valley and the town of Imuris were shocked to learn of a huge project already under construction in late 2023. This project is a brand new railway segment from the Imuris area to Nogales, but further east than the current railway, cutting through the beautiful, biologically important, and little-disturbed Rio Cocospera drainage.

Big Projects Surprise Small Communities

Development proposals sneak up on remote and unsuspecting towns in the Gulf of California region, such as Bahia Kino, Santa Rosalillita, Bahia de Los Angeles, El Golfo de Santa Clara, Puerto Libertad, and Punta Colonet. Many of the residents have no basic services, water, drainage, light, and roads. Meanwhile, government representatives offer these facilities to infrastructure megaproject companies, which pass along to their investors the profits obtained through the subsidies.

Why This Report? In 2004, two major industrial developments—a liquid natural gas (LNG) regasification facility by Houston-based DKRW Energy and a “clean fuels” refinery by Arizona Clean Fuels of Phoenix, Arizona-- were announced by their promoters as planned for Puerto Libertad, Sonora and Tacna, Arizona, respectively. The two facilities, along with their accompanying Mexican ports and new pipelines, could have environmental impacts on both the Gulf of California and protected lands in Sonora and Arizona.
